Synergy
501st - Extremely High Synergy
He gives bonuses to 501st allies from his Leader ability (General of the 501st), along with giving him the Advance and Cover mechanic. His Unique ability (Hero with No Fear) gives General Skywalker a large amount of benefits if all allies are 501st.
Jedi and Galactic Republic - Moderate Synergy
He can be a Jedi ally if you want him to be a linchpin on a Jedi team. There are also a lot of other more general Galactic Republic teams that General Skywalker can help greatly.
Dark Side and Sith - Extremely Low Synergy
He is meant specifically to be a leader for 501st characters (or a Jedi ally if you want him to be), so Dark Side synergy is EXTREMELY low.
